Oregon has maintained a strong statewide program for land use planning since 1973.  The focus of this program is a set of 19 planning goals.  Adopted as administrative rules (Oregon Administrative Rules Chapter 660, Division 015), the goals provide a statewide policy for land use and related topics such as citizen involvement, housing, and natural resource uses.

The implementation of these statewide goals is achieved through local comprehensive planning.  State law requires each city and county to create comprehensive plans, zoning, and land-division ordinances needed to implement the plan.
