Phase 2B: Transitional Housing Code 2023-2024

About the Project

 

On October 6, 2021 the Department of Land Conservation and Development (DLCD) awarded the City of Florence a technical assistance grant to identify housing development strategies, and update City codes to address state statutes and rules.  The project is titled Housing Implementation Plan (HIP) Project 2022-2023.  The elements of the HIP project are going through the public hearings and decision process in succession.  This project is titled HIP Phase 2b. 

INITIAL PUBLIC INPUT:  In March 2022 City Council created a Housing Implementation Plan (HIP) Stakeholder Advisory Team (SAT) made up of 35+ community stakeholders representing a broad range of interests, missions, and responsibilities. The team met six times from April 2022 through November 2023, with each meeting providing the opportunity for public comment. Additionally, two Open Houses were held at the Florence Events Center in 2022, one in September and another in November.  The public was solicited for their input via a virtual survey at the one in September and both open houses offered an in-person input session and were available for live on-line viewing and replay.  The survey was open from September 29th through October 17th.  The results of that survey are contained in Attachment 3.  Additionally, the HIP SAT created a subcommittee of its members to research and advise on code language for Transitional Housing. 

PROCESS: HIP Phase 2b addressed special housing needs to include Transitional Housing.  There were three HIP SAT committee meetings that looked at the topic and City Council and Planning Commission held two joint work sessions, one on December 5, 2022 and another on December 4, 2023.  The proposed code language was initiated by Planning Commission (PC) on December 12, 2023 with the first evidentiary public hearing held January 23, 2024.  The PC made changes to the proposal after considering public testimony and sent their recommendation to the City Council for final public hearing.  The City Council held their hearing on February 5, 2024, left the written record open until 4pm February 15th, and deliberated to a decision on March 4, 2024.  The vote was 4-1 to adopt Ordinance No. 1, Series 2024 with amendments.  The meeting dates and materials are available on the HIP project webpage.  The final signed ordinance documents and Attachment 3 are below.
