About the Project

In 2019, the City is updated zoning code amendments to support development of needed housing. Florence's residential zoning and land division codes are more than 35 years old and reflect development patterns and housing styles of that period.  The codes did not support the housing types needed to meet the City's projected housing needs. One of the main challenges of the outdated codes was that they prevented construction of affordable 'missing middle' housing types such as townhouses, duets, duplexes, cottages, and multi-family developments with three or more units. 

The residential code updates were the result of a larger Housing and Economic Opportunities Project that kicked-off in April 2017 when the City updated its Buildable Lands Analysis, Housing Needs Analysis, and Economic Opportunities Analysis. The Residential Code Update project will implement recommendations from the Housing Needs Analysis. 

City Council & Planning Commission Public Hearing

On November 18, 2019 the City of Florence City Council and Planning Commission held a Public Hearing and approved the proposed code amendments. CLICK HERE to access the draft Ordinance No. 7, Series 2019 reviewed at that meeting.

Project Details:

Goals:

  1. Provide the opportunity for a variety of housing styles to fit various household lifestyles and incomes
  2. Revise density in the residential districts to increase ownership opportunities and provide opportunities for substandard lot infill
  3. Improve Planned Unit Development review code to ensure enhanced quality of life intended with the relaxation of code criteria
  4. Update land division code to reflect current state laws and local needs

Project Funding

The project is funded by the Department of Land Conservation and Development (DLCD) though a grant provided to hire a consulting team, 3J Consulting and JET Planning. The consulting firms are charged in developing code amendments which seek to further the goals of the City to remove regulatory barriers to the construction of a greater variety of housing types and affordable housing options.
