FEMA Pre-Implementation Compliance Measures (PICM)

The ongoing FEMA PICM (Pre-Implementation Compliance Measures) effort is the result of directives from the Federal Emergency Management Agency (FEMA). This is an evolving situation, and the City of Florence’s current approach is to remain in compliance with FEMA requirements to protect our community’s eligibility in the National Flood Insurance Program (NFIP). The same applies to unincorporated Lane County.

City of Florence’s Flood Plain Permit process:
The City has defaulted to permit-by-permit review, as the model ordinance could not be adopted by the December 1, 2024 deadline. On November 27, 2024, the City notified FEMA that it planned to adopt the model ordinance through Oregon’s land use and public involvement processes. The City does not currently have code language that allows for imposing the new FEMA direction and is prohibited by state law from doing so without lawful local code adoption.
