CITY OF FLORENCE INVITATION FOR BIDS
NOTICE IS HEREBY GIVEN that sealed bids will be accepted by the City Recorder or the Recorders’ designee at the City of Florence, 250 Hwy 101 North, Florence, Oregon 97439; the time of the bid receipt will be recorded by either official. Acceptance of bids will be officially closed at 2:00 pm Pacific Time, July 7th, 2011, and immediately thereafter the bids will be publicly opened and read in the City Hall Council Chambers.
The City of Florence is requesting qualified Contractors to submit bids on the Phase 2 Florence Trunk Sewer project. The Project’s purpose is to replace the aging trunk sewer system and provide additional capacity. The Project includes the construction of a sewer trunk line that runs in city streets roughly parallel to Highway 101 from a manhole at the intersection of 22nd and oak streets along Oak Street to 43rd Street and along 43rd Street to the intersection of Highway 101. Approximately 9,350-feet of PVC trunk sewer ranging from 18-inch to 15-inch will be installed. Existing asbestos cement pipe shall be removed and properly disposed of. This Project has received a fund loan agreement from the Clean Water State Revolving Fund through the Department of Environmental Quality (DEQ) and therefore, both State & Federal Requirements for construction work will be applicable. The scope and the requirements are included in the bid documents. Engineers Estimate for this project is $1.25 to $1.5 million.
The bid proposal shall be submitted under sealed cover and marked with the Contractor’s name and following project: Phase 2 Florence Trunk Sewer, Project No. WW11-02
All proposals must be submitted on the regular forms furnished and shall be accompanied by an unconditional certified check or bidder’s bond in an amount equivalent to five (5) percent of the total amount of the bid. The award will be made to the lowest qualified bidder who will be asked to furnish a Separate 100% Corporate Surety Performance Bond and a Separate 100% Payment Bond for the faithful performance of the contract. The Contractors may be asked to have their Surety furnish a letter certifying they have currently reviewed the Contractor's financial statement and that the Contractor is financially sound prior to award.
Copies of the Project Manual including; Plans, Specifications, Form of the Agreement, and Bid Documents will be available at the City of Florence, City Hall, 250 Highway 101, Florence, Oregon, 97439 or at Branch Engineering, Inc., 310 Fifth Street, Springfield, Oregon, 97477. Contractors may obtain a copy of the Project Manual, beginning June 17th, 2011, for a non-refundable fee of $40.00, with checks made payable to the city of Florence. The Project Manual, Addenda, and Plan Holders List will also be posted on the city’s website http://www.ci.florence.or.us where they can be viewed and printed. All prospective bidders must be added to the Plan Holders List by sending an e-mail with company contact information to danhaga@branchengineering.com with “Florence Trunk Sewer” in the subject line. Bidders are responsible for checking the website for addenda and changes prior to submitting bid, however notification of Addenda issuance will be issued via e-mail to the addresses listed on the Plan Holders List.

Qualifications: Bidders must be an established business (minimum three years) doing like projects and be pre-qualified by the State of Oregon Transportation Commission under the provisions of ORS 279C.435 and rules and regulations adopted pursuant thereto on forms furnished by the Transportation Commission. No bid for a construction contract shall be received or considered by the City of Florence unless the bidder is Licensed with the Construction Contractors Board or by the State Landscape Contractors Board as required by ORS 671.530 and has a current Public Works Bond of $30,000.00 prior to starting Work on the Project.
The City reserves the right to reject any Contractor who has not performed acceptably on past projects with the City or with others (this includes sub-contractor relationships); And reserves the right to timeline or does not have the resources and financial stability to complete the project. This Project is for public improvement and therefore subject to ORS 279C.800 thru 279C.870 Oregon State prevailing wage requirements and is also subject to Davis Bacon prevailing wage rates. The higher of the two rates will be paid to workers on this Project. No bid will be received or considered by the City of Florence unless the bid is signed on the City of Florence format that includes/contains a statement by the bidder that the provisions of ORS 279C.840 are to be complied with. If this project is over $100,000, a subcontractor listing is required and can be submitted with the bid. If the subcontractor listing is not submitted with the bid, it must be received within two (2) hours after the bid closing time and date and can be e-mailed to bob.griffith@ci.florence.or.us, fax: 541-902-1333, or hand delivered to 989 Spruce Street, Florence, Oregon 97439. Failure to supply a correct subcontractor listing may result in bid rejection.
Request for specification change must be made a minimum of ten (10) days prior to the proposal receipt date. Protests of bid results must be in writing, must be a bidder in legal standing, and must be made within five (5) days of the posted award date in accordance with OAR Title 137, Division 49.
The City may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may, for good cause, reject all bids upon a finding by the City of Florence if it is in the public interest to do so in accordance to ORS 279C.395.
