Lane County has been approved to begin Phase 1 of Governor Kate Brown’s reopening plan for Oregon, starting on May 15. Phase 1 includes guidance for restaurants, personal services providers, malls and gyms, which are listed below. The types of restrictions that are relaxed in Phase 1, and by how much, are determined by the State. Counties are responsible for demonstrating that local systems (private and public) are in place to continue providing a public health response to COVID-19. On May 7, 2020, Governor Kate Brown announced new details of her framework for rebuilding a safe and strong Oregon, including new guidance for counties and businesses on the phased reopening process. On May 5, 2020, the Lane County Board of Commissioners endorsed the Lane County Blueprint for Reopening in advance of requesting permission from Governor Brown to begin Phase 1. Based on the most recent information from Governor Brown’s office, Lane County submitted its application for Phase 1 on May 8. 

It is important to remember that parts of the Governor’s plan may change and that may require changes to our plan in Lane County. 

During this phase, the following will be allowed:

  • Gatherings up to 25 people (no travel, stay close to home and avoid overnight trips)
  • Restaurants and bars – limited sit-down service with 6-foot distancing required
  • Personal care (salons, barber shops, massage) – limited with physical distancing, appointments, PPE and customer list required
  • Personal care (gyms and fitness centers) – limited with physical distancing and sanitation required
