CITY OF FLORENCE REQUEST FOR QUALIFICATION (RFQ)

ARCHITECTURAL SERVICES CITY HALL REMODEL

NOTICE IS HEREBY GIVEN the City of Florence, Oregon extends an Invitation to Architects to submit their qualifications to design a City Hall remodel and expansion for the City of Florence, Oregon located at 250 Highway 101. The project will also include finishing an unfinished 2,770 square foot room at the Florence Justice Center (900 Greenwood Street). RFQ’s will be accepted at the City of Florence City Hall, Attention Megan Messmer, City of Florence, 250 Hwy 101, Florence, Oregon 97439. RFQ’s are to be received before November 22, 2016 at 2:00 PM, Pacific Time. RFQ’s received after 2:00 PM will not be considered. One original & four (4) copies of the RFQ’s are required. Facsimiles and electronic proposals will not be accepted.

The project will include the following:

Remodel of existing building, which includes a partial daylight basement level (approximately 1,588 square feet), main floor (7,812 square feet), and an attic area (1,622 square feet).
Building expansion to accommodate new Council Chambers, as well as a new large conference space (approximately 800 square feet).
Design and remodel of unfinished space at the Florence Justice Center (approximately 2,770 square feet).

For those Architects interested in submitting a qualification, the City will furnish a more definitive Request for Qualification document along with the City of Florence “City Hall Space Needs Report,” completed Spring 2016. This information will be available on the City’s website, www.ci.florence.or.us/rfps.

RFQ’s may be hand-carried or mailed to the attention of Megan Messmer prior to the RFQ due date and time at the above address. Company information/qualification, project team, project experience/references, supporting information including key personnel resumes must be included in the RFQ – these items will evaluated/scored by the selection committee (minimum of four personnel). The selected Architect will be asked to submit conceptual ideas & a budget prior to an issuance of a Contract for the work. If unacceptable, the chosen Architect may re-submit if they choose to. If still unacceptable the next highest scorer will be asked to submit.

The City of Florence may reject any RFQ not in compliance with all prescribed public procedures and requirements for this kind of work, and may reject for good cause any or all RFQ’s in accordance with ORS279B.100.

Timelines

  • Justice Center Design and Construction - The goal is to have staff moved into the Justice Center room in July 2017 when City Hall is vacated for construction. The Justice Center room will need to be designed by early spring so we can start construction. Construction needs to be completed by June 30, 2016. 
  • City Hall - The remodel of City Hall is scheduled to begin July 2017. Since staff will be moving to the Justice Center and the new Public Works facility, those spaces need to be finished before construction of City Hall can be completed. The preliminary timeline is to have City Hall completed for move in by December 2017.
