Supplemental Questions – Planning Technician

Please complete and return, along with any attachments, to megan.messmer@ci.florence.or.us no later than 8:00 am (PST) Monday, November 20, 2017.

Your answers to these four questions listed below will be used in consideration for continued advancement in the evaluation process for this position. Attachments can be found under Supporting Documents. 

Your responses to these questions will be free-form, within a form letter of your making, or a combination of the two.  Your answers can include assumptions made on your part, but please explain how you came to your conclusion.

1. Ice Breaker

What book or article on self-improvement, planning, local government, or related topics have you recently read and what was your takeaway? 

2. Concerned Citizen Response

You received the attached email from a concerned citizen, via the City’s website, regarding camping behind a local church. Who would you contact for information on the citizens concern? How would you respond to this citizen?

3. Situational (Free-Form)

You are in the office on a lightly-staffed post-holiday.  While not alone, many of the people remaining within the building are new employees or generally not aware of planning and building functions.  The Planning Director and Associate Planner are out of the office.  A citizen enters the office and demands to speak to the Planning Director.  They describe a lot line dispute they are currently in with their neighbor.  The neighbor is not present in the office.  Neither citizen has been able to find property corners.  Each citizen has a different idea of where the property corners are located.

You have access to a general description of the lots; informational reference materials provided by Lane Council of Governments, including taxlot and aerial data; property descriptions; and building permit site plan records.  You do not, however, have any past or current survey data available.

Please describe your response to the situation and reasoning for the decision.

4. Zoning Compliance Letter and Explanation (Form Letter and Free-Form)

Please review the following application for compliance with City Code and write a letter responding to the applicant.  The letter should describe whether or not the proposed business at the proposed location would meet the parking requirements for that use and district.  If the application can be approved, please describe why.  If the application cannot be approved, please describe within the correspondence what the issues with the application are and what steps must be taken in order to reach an approval.

The letter should be a short, one-page letter (no letterhead needed) to the applicant in order to explain the decision.  The explanation should also be a short document, no longer than one-page, explaining your decision citing City Code.
