Finance Manager (Administrative Services)

Annual Salary Range: $58,741.84 - $81,165.26 (depends on qualifications)

      • Most applicants will typically start at the beginning wage listed, absent relevant experience.
      • City issues a 5% wage increase to offset the required 6% employee PERS contribution at 6 months.
    • Total Health Insurance - amount varies on insurance selections (average estimate $17,177)
      • 100% employer paid medical, dental, vision for employee and eligible dependents
      • full medical deductible $2,500(single)/$4,000(employee + other) HSA contribution from employer
    • Total Retirement: numbers below are base
      • Total Pension: $2,152
      • Total Social Security: $3,636
    • Vacation and Holiday PTO Value: $8,640
    • Other benefits: $4,587.56
  • Overtime Status and Hourly Expectations:
    • FLSA Type: Exempt
    • Expectation is at least 40 hours per week, Monday - Friday, 8am-5pm
    • Time outside of work may be needed to complete projects or attend occasional meetings
  • Medical Benefits Effective: Benefits coverage typically starts on the 1st of the month subsequent to hire date (if hire date is Jan. 2, benefits start Feb. 1)
  • Probationary Period: 6 months
  • Union: Non-represented

GENERAL STATEMENT OF RESPONSIBILITIES

The Finance Manager position is responsible for managing and directing the activities of the City’s Finance Department, which is accountable for performing centralized and decentralized professional accounting operations and reporting all City financial transactions, activities, and funds.

This position is responsible for organizing and performing the daily, weekly, bi-monthly, quarterly, and annual accounting activities for the City. This is a hands on position that involves performing work that is broad in scope and involves significant accountability and decision-making responsibility, including responsibility for establishing and enforcing City-wide accounting and financial reporting policies and practices.

 

ESSENTIAL JOB FUNCTIONS

Below are several classifications of essential functions that this position is responsible for performing. Please see the attached job description for illustrative examples of the types of duties performed under the classification. This is not intended to represent a complete list of all assigned duties.

Manage and support the Finance Department - supervise staff, plan and organize workloads, coordinate City's independent auditor's work plan, maintain accounting records, and manage/review journal entries.

Establish and enforce policies, procedures, and controls - establish, implement, and monitor the enforcement of citywide accounting policies, procedures, and controls, review city accounting and treasury policies, and develop and maintain internal financial controls.

Perform finance and accounting related functions - prepare and maintain payroll related documents, oversee the development and maintenance of capital asset records, maintain and coordinate grant accounting, and plan and perform a wide variety of accounting functions.

Perform other general functions - serve as city representative or on committees as assigned and represent the City by responding to public, citizens, employees, and elected/appointed officials.

 

MANDATORY MINIMUM QUALIFICATIONS

Education and Experience

  • Bachelor’s Degree from an accredited college or university in Accounting or Finance; and
  • Three-five (3-5) years of progressively responsible experience in the field of accounting or finance, preferably in a governmental or not-for-profit organization, including at least one (1) year supervisory or managerial experience; or
  • Any combination of education, experience, and training that demonstrates the applicant possesses the knowledge, skills, and abilities to successfully perform the essential duties of the job.

Licenses and Certificates

Possession of, or ability to obtain and maintain a valid Oregon driver’s license.

 

SELECTION PROCESS

Prior to hiring the successful candidate must pass all phases of the background process, including:

  • an employment and education reference check;
  • credit history check;
  • driving records check; and
  • criminal background check (fingerprints) for CJIS clearance purposes.

Adverse background data may be grounds for immediate disqualification.
