Administrative Services Director (Administrative Services)

Annual Salary Range: $74,971.12 - $103,589.73 (depends on qualifications)

The City of Florence is accepting applications for an Administrative Services Director to join our team and oversee the Administrative Services Department, which includes Finance, IT, HR, and our Municipal Court.

    • Annual Salary Range: $74,971.12 - $103,589.73 (depends on qualifications)
      • Most applicants will typically start at the beginning wage listed, absent relevant experience.
      • City issues a 5% wage increase to offset the required 6% employee PERS contribution at 6 months.
    • Total Health Insurance - amount varies on insurance selections (average estimate $17,177)
      • 100% employer paid medical, dental, vision for employee and eligible dependents
      • full medical deductible $2,500(single)/$4,000(employee + other) HSA contribution from employer
    • Total Retirement: numbers below are base
      • Total Pension: $2,800

  • Overtime Status and Hourly Expectations:
    • FLSA Type: Exempt
    • Expectation is at least 40 hours per week, Monday - Friday, 8am-5pm
    • Time outside of work may be needed to complete projects or attend occasional meetings
  • Medical Benefits Effective: Benefits coverage typically starts on the 1st of the month subsequent to hire date (if hire date is Jan. 2, benefits start Feb. 1)
  • Probationary Period: 6 months
  • Union: Non-represented

GENERAL STATEMENT OF RESPONSIBILITIES

The Administrative Services Director position is responsible for planning, organizing, and supervising the operations and staff of the City’s Administrative Services Department. The Administrative Services Department includes the Customer Services Representative, Municipal Court Department, Finance Department, Information Technology Department, and Human Resources Department.

This position is also responsible for performing tasks associated with the biennial City budget, providing high level analysis to members of the City’s Management Team and to City Council, and working on financial projections and planning.

 

ESSENTIAL JOB FUNCTIONS

Manage and support the Department - develop and implement goals and policies; direct/supervise work of department managers

Perform high level tasks - work related to the biennial City budget, develop financial strategies, projections, and plans, and provide high level analysis.

Perform other general functions - serve as city representative or on committees as assigned and represent the City by responding to public, citizens, employees, and elected/appointed officials.

 

MANDATORY MINIMUM QUALIFICATIONS

Education and Experience

  • Bachelor’s Degree from an accredited college or university; and
  • At least six (6) years professional experience in government, business, or non-profit, including at least one (1) year supervisory or managerial experience; or
  • Any combination of education, experience, and training that demonstrates the applicant possesses the knowledge, skills, and abilities to successfully perform the essential duties of the job.

Licenses and Certificates

Possession of, or ability to obtain and maintain, a valid Oregon driver’s license.

 

SELECTION PROCESS

Application materials are used to select the top qualified candidates. Top candidates will be invited to participate in a panel interview with select city staff. Other interview rounds may be scheduled as needed.

Prior to hiring, the successful candidate must pass all phases of the background process, including:

  • an employment and education reference check;
  • credit history check;
  • driving records check; and
  • criminal background check (fingerprints) for CJIS clearance purposes.

Adverse background data may be grounds for immediate disqualification.
