ROOFING PROJECT “ALTERATION”
INVITATION TO BID “RE-BID”
Notice is hereby given that sealed bids for the Florence Justice Center – Alteration will be received by Kelli Weese, City Recorder, at the City of Florence City Hall, 250 Hwy 101 N, Florence, Oregon 97439, until July 14, 2011 at 10:00 AM Pacific Time at which time the bids will be publicly opened and read. Bids received after this bid date and time will not be considered.
The Project/Public Improvement includes the construction/re-placement of the existing HVAC Units located on the roof and re-roofing the existing Justice Building totaling approximately 25,600 sq. foot of roof area. The Project is located at the Florence Justice Center, 900 Greenwood Street, Florence, Oregon. This is a re-bid. General Contractors will bid both the roofing portion and the HVAC portion. An addenda will be issued to change only the bid format – all other specifications will remain the same.
The bid proposal shall be submitted under sealed cover and marked with the Contractor’s name and following Project: Florence Justice Center – Alteration.

Copies of said documents may be obtained at a cost of $40.00 per set, which is not refundable. Technical questions shall be directed to Paul K. Jensen, Architect. Addenda, if any, will be issued to those having purchased full sets by check.
Contractors must be qualified in accordance with the ORS 279C.375 and registered with Oregon Contractors Board as required by ORS 701 in order to enter into a contract with the City.
This Project is for a public works project subject to ORS 279C.800 thru 279C.870 Oregon State prevailing wage requirements. The City will not receive or consider a bid unless the bid contains a statement by the bidder that the bidder will comply with ORS 279C.838 or 279C.840 This work does not require a licensed asbestos abatement contractor (ORS 468A.720).
Bidders will include a statement identifying whether they are a resident bidder as defined in ORS
279A.120.
Drug testing: In accordance with ORS 279C-502(2) and with requirements specified in Section 00800, Contractor and Contractor’s Subcontractors will be required to certify that they have and will maintain a Drug Testing Program for their Employees.
If this Project is over $100,000, a subcontractor listing is required and can be submitted with the bid. If the subcontractor listing is not submitted with the bid, it must be received within two (2) hours after the bid closing date and time by Bob Griffith located at Public Works, 989 Spruce Street, Florence, Oregon 97439. To be considered responsive, Each Bidder must supply all information required by the bid documents and specifications.
Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier’s check, or bid bond executed in favor of the City in an amount equal to five percent (5%) of the amount bid. The successful bidder will be required to furnish a separate performance bond and separate payment bond, each in the full amount of the contract price.
No bid may be withdrawn after the scheduled time for the public opening of the bid as specified above. The City reserves the right to reject any and all bids, to waive any irregularities, and to accept the lowest qualified bid in the best interest of the City. The City may reject any bid not in compliance with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the bidders responsibility under ORSC.375(3)(b), and may reject for good cause any or all bids upon a finding by the City that it is in the public interest to do so.
